WISEMENP. . <br />AND STAFFED ENVIRONMENTAL ENGINE <br />BY: DEPARTMENT OF UTILITY VERVICES <br />SUBJECT: GIFFORD WASTEWATER TREATMENT FACILITY <br />AERATION MODIFICATION <br />INDIAN RIVER COUNTY PROJECT NO. US -93 -17 -CS <br />BACKGROUND <br />In the past five years of operation of the facility, the staff of the <br />Department of Utility Services has noticed the high energy cost <br />resulting from an inefficient type of aeration system (i.e., coarse <br />bubble diffuser) used in the plant. Camp Dresser and McKee Inc., who <br />have an agreement with the County for continuing wastewater services, <br />evaluated all of our facilities to achieve the most economical <br />operational cost. CDM's evaluation report concludes that replacement <br />of the coarse bubble diffuser aeration system with a fine bubble system <br />will produce a cost savings of approximately $17,000.00 per year, along <br />with the installation of a recirculation pump and mixer. (See attached <br />CDM report.) <br />ANALYSIS <br />The staff of the Department of Utility Services has invited three <br />suppliers in the relevant trade to evaluate and submit proposals for <br />staff evaluation. Three proposals have been submitted to the County <br />and are as follows: <br />Company Name Items Included in the Proposal Cost <br />Envirex, Inc. Material plus freight of <br />aeration system only <br />Jacobs Group, Inc. Material plus freight and <br />installation of aeration system <br />and removal of the existing <br />system, pump and mixer <br />R.A. Litkenhuas Material plus freight, <br />and Associates installation of aeration system, <br />and removal of the existing <br />system, pump and mixer <br />---------------------------------------------------- <br />$65,000.00 <br />75,973.00 <br />69,843.00 <br />After negotiating with each one of them, Camp Dresser and McKee has <br />recommended R. A. Litkenhaus and Associates, as the best choice for the <br />County. Envirex, Inc., is low, however, their submittal does not <br />include the installation of the aeration system. Also, the pump and <br />mixer material and installation are not included in the price. <br />RECOMMENDATION <br />The staff of the Department of Utility Service <br />Board of County Commissioners approve and execute <br />A.
