APIR 12 1994 <br />RESOLUTION NO. 94-51 <br />50oK 92 fau 2-09 <br />WHEREAS, existing mandates impose harsh pressures on local <br />budgets and the federal government has imposed a freeze upon funding to <br />help compensate for any new mandates; and <br />WHEREAS, the cumulative impacts of these legislative and <br />regulatory actions directly affect the citizens of our county; and <br />WHEREAS, the International City Managers Association, the <br />National Association of Counties, the National League of Cities, and the U.S. <br />Conference of Mayors, in conjunction with other state and local government <br />representatives have begun a national' public education campaign to help <br />citizens understand and then reduce the burden and inflexibility of unfunded <br />mandates, beginning with a National Unfunded Mandates Day on October 27, <br />1993, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: <br />Section 1: The Board of County Commissioners of Indian River <br />County, Florida endorses the efforts of national, state, and local <br />organizations to fully inform our citizens about the impact of federal <br />mandates on our government and the pocketbooks of our citizens; <br />Section 2: We shall redouble our efforts to inform and work <br />with members of our Congressional delegation to educate them about the <br />impact of federal mandates and actions necessary to reduce their burden on <br />our citizens; <br />Section 3: We shall urge our citizens to support Congressional <br />action that will bring about an end to federal unfunded mandates. <br />118 <br />
