This area presently consists of vacant <br />uncleared land within the St. Sebastian River Floodway right-of- <br />way, and groves north of the floodway. <br />Future Land Use Pattern <br />The subject property and unincorporated areas to the north, east <br />and west are designated R, Rural, on the county future land use <br />map. The Rural designation permits residential uses with densities <br />up to 1 unit/acre. To the south, across C.R. 510, the land is <br />designated AG -11 Agricultural -1, on the county future land use map. <br />The AG -1 designation permits agricultural uses and residential uses <br />with densities up to 1 unit/5 acres. The land north of the subject <br />property in the City of Sebastian is designated LDR, Low Density <br />Residential, on the City's future land use map. The LDR <br />designation permits agricultural uses and residential uses with <br />densities up to 5 units/acre. <br />Within the unincorporated parts of the county, any wetlands <br />associated with the St. Sebastian River are designated C-2, <br />Conservation -2 (up to 1 unit/40 acres) on the county future land <br />use map. Since the subject property and surrounding land may <br />contain wetlands associated with the St. Sebastian River, the C-2 <br />land use designation may apply to these areas. <br />Environment <br />The subject property is currently used for agricultural purposes, <br />being a citrus grove. The land is not within a flood hazard area. <br />Although no native upland plant communities exist on the site, <br />there are three emergent freshwater wetland areas on the property, <br />two of which appear to be associated with the ditches that drain <br />these wetlands into the St. Sebastian River. The north boundary of <br />the subject property abuts wetlands associated with the St. <br />Sebastian River Floodway. <br />Utilities and Services <br />The site is within the Urban Service Area of the county. <br />Presently, wastewater lines do not extend to the site. Water <br />lines, however, extend to the site from the South County Reverse <br />Osmosis Plant. When the North County Reverse Osmosis Plant, which <br />is currently under construction, is complete, it will serve the <br />site. <br />Transportation System <br />The property abuts C.R. 510, which is classified as an urban <br />principal arterial road on the future roadway thoroughfare plan <br />map. This segment of C.R. 510 is a two-lane paved road with <br />approximately.._ 80 feet of existing public road right-of-way. <br />Currently, there are no plans to expand this segment of C.R. 510. <br />Eighty-second Avenue borders the east side of the subject property. <br />This segment of 82nd Avenue is an unpaved local road that dead ends <br />approximately one half of a mile north of C.R. 510. Currently, the <br />county has no plans to expand this segment of 82nd Avenue. The <br />City of Sebastian's thoroughfare plan, however, calls for Laconia <br />Street, which aligns with 82nd Avenue, to eventually extend south <br />to C.R. 510. The City's thoroughfare plan also includes realigning <br />the north portion of Laconia Street to link directly into Roseland <br />Road at the C.R. 512 intersection. Therefore, with the <br />implementation of these plans, 82nd Avenue/Laconia Street will <br />connect C.R. 510 and C.R. 512.
