Of these <br />trips, 65% (313) will be inbound and 35% (169) will be outbound. <br />Of the inbound trips, 75% or 235 will be westbound. Therefore, the <br />most intense use of the subject property under the proposed land <br />use designation would generate 157 (235 - 78 = 157) more trips than <br />the 78 that would be generated by the most intense use of the <br />subject property under the existing land use designation. <br />Using a modified gravity model and a hand assignment, the peak <br />hour/peak season/peak direction trips generated by the proposed use <br />were then assigned to impacted roads on the network. Impacted <br />roads are defined in section 910.09(4)(b)3 of the county's LDRs as <br />roadway segments which receive five percent (5%) or more of the <br />project traffic or fifty (50) or more of the project trips, <br />whichever is less. <br />Capacities for all roadway segments in Indian River County are <br />calculated and updated annually, utilizing the latest and best <br />available peak season traffic characteristics and applying Appendix <br />G methodology as set forth in the Florida Department of <br />Transportation Level of Service Manual. Available capacity is the <br />total capacity less existing and committed traffic volumes; this is <br />updated daily based upon vesting associated with project approvals. <br />The traffic capacity for the segment of C.R. 510 adjacent to this <br />site is 630 trips (peak hour/peak season/peak direction) at Level <br />of Service (LOS) "D", while the existing traffic volume on this <br />segment of C.R. 510 is 422 trips (peak hour/peak season/peak <br />direction). The additional 235 peak hour/peak season/peak <br />direction trips created by the most intense use of the subject <br />property under the proposed amendment would increase the total peak <br />hour/peak season/peak direction trips for this segment of C.R. 510 <br />to approximately 657, or 27 more than capacity at LOS "D". <br />The table below identifies each of the impacted roadway segments <br />associated with this proposed land use amendment. As indicated in <br />this table, segments 1810 and 1829 currently do not have sufficient <br />capacity at LOS "D" to accommodate the projected traffic associated <br />with the request. However, the applicant has entered into a <br />developer's agreement with the county which states that the <br />developer agrees to make the necessary improvements to segments <br />1810 and 1820 to provide the additional capacity required to <br />maintain LOS "D" on those roadways at the time of development.
