This is based upon a level of service of 250 <br />gallons/ERU/day. The subject property is presently served by the <br />South County Reverse Osmosis Plant which currently has a remaining <br />capacity of approximately 2,400,000 gallons/day and can accommodate <br />the additional demand generated by the proposed amendment. When <br />the North County Reverse Osmosis Plant is complete, it will serve <br />the subject property. This plant, which is currently under <br />construction, will have a capacity of approximately 2,000,000 <br />gallons/day and will be able to accommodate the additional demand <br />generated by the proposed amendment. <br />- Wastewater <br />Based upon the most intense use allowed under the proposed <br />amendment, development of the property will have a wastewater <br />generation rate of approximately 477 Equivalent Residential Units <br />(ERU), or 119,250 gallons/day. This is based upon the level of <br />service standard of 250 gallons/ERU/day.. County wastewater lines <br />currently do not extend to the site. However, the applicant has <br />entered into a developer's agreement with the county which states <br />that the developer agrees to connect to the county wastewater <br />system at the time of development. When connected to county <br />wastewater lines, the subject property will be serviced by the <br />North County Wastewater Treatment Plant, which currently has a <br />remaining capacity of more than 800,000 gallons/day and can <br />accommodate the additional wastewater generated by the proposed <br />amendment. <br />- Solid Waste <br />Solid waste service includes pick-up by private operators and <br />disposal at the county landfill. Solid waste generation by a 477 <br />unit residential development on the subject site will be <br />approximately 763 Waste Generation Units (WGU) or 2260 cubic yards <br />of solid waste/year. A WGU is a Waste Generation Unit measurement <br />equivalent to 2.9625 cubic yards of waste/year. <br />According to the county's solid waste regulations, each residential <br />unit generates 1.6 WGU/unit. With the county's adopted level of <br />service standard of 2.37 cubic yards/person/year and the county's <br />average of 2 persons/unit, each WGU is equivalent to 1.25 people <br />(2/1.6 = 1.25) and 2.9625 cubic yards of solid waste/year (1.25 X <br />2.37). To calculate the total cubic yards of solid waste for the <br />most intense use allowed on the subject property under the proposed <br />land use designation, staff utilized the following formula: Total <br />number of WGUs X 1.25 X 2.37 (763 X 1.25 X 2.37 = 2260 cubic <br />yards/year). <br />A review of the solid waste capacity for the active -segment of the <br />county landfill indicates the availability of more than 900,000 <br />cubic yards. The active segment of the landfill has, a 3 year <br />capacity, and the landfill has expansion capacity beyond 2010. <br />Based on staff analysis, it was determined that the county landfill <br />
