BOOK 92 Pfti E 181 <br />APR 121994 <br />delays will not cause the county's LOS for parks and recreation to <br />be lowered. <br />In the Conservation Element, Table 13.23 reflects the passage, in <br />November 1992, of a referendum authorizing the sale of $26 million <br />in bonds. The revenue from the sale of these bonds is to be used <br />for the acquisition of environmentally important land, and may be <br />leveraged with up to $20 million in cost -share matching funds. <br />Capital improvements to county maintained roads are generally <br />funded by traffic impact fee revenue. Some expenditures are also <br />funded by the State of Florida, developers, and other local <br />governments. Table 13.23 lists new projects, including <br />intersection improvements. and road widenings, programmed throughout <br />the county. <br />The only other capital improvement is the new county courthouse, <br />which is presently under construction. Table 13.23 shows that the <br />county now plans to spend $7.5 million in fiscal year 1993-94 to <br />complete this facility. <br />Generally, this CIP indicates expansion of existing facilities in <br />order to maintain LOS standards as the County's population <br />increases, rather than major new initiatives. <br />In updating the CIP, revisions must be made to other portions of <br />the CIE. The county does not have an alternative. However, <br />changes may be made to the revisions as proposed. <br />Consistency with the Comprehensive Plan <br />Comprehensive plan amendment requests are reviewed for consistency <br />with all policies of the comprehensive plan. As per section <br />800.07(1) of the county code, the "comprehensive plan may be <br />amended only in such a way as to preserve the internal consistency <br />of the plan pursuant to section 163.3177(2).F.S." <br />The goals, objectives, and policies are the most important parts of <br />the comprehensive plan. Policies are statements in the plan which <br />identify the actions which the county will take in order to direct <br />the community's development. Specifically, policies are the <br />courses of action or ways in which programs and activities are <br />conducted to achieve an identified goal or objective. While all <br />comprehensive plan policies are important, some have more <br />applicability than others in reviewing plan amendment requests. <br />Most important with respect to comprehensive plan amendments is <br />Future Land Use Element Policy 13.3. <br />- Future Land Use Element Policy 13.3 <br />Future Land Use Element Policy 13.3 requires that at least one of <br />three criteria be met in order to approve an amendment request. <br />These criteria are: <br />• a mistake in the approved comprehensive plan, or <br />• an oversight in the approved comprehensive plan, or <br />• a substantial change in circumstances. <br />The following table shows how the subject comprehensive plan <br />amendments relate to Future Land Use Element Policy 13.3. <br />M <br />M <br />
