APR 121994 <br />boas 92 F-ar 133 <br />° Potable Water and Sanitary Sewer Sub -Elements, and Future Land <br />Use Element <br />- Future Land Use Element Policy 1.37 <br />Future Land Use Element Policy 1.37 requires the County to complete <br />a study identifying programmed water and sewer infrastructure <br />improvements. Where utility lines exist, or are programmed to be <br />installed within the right-of-way of roads serving as USA <br />boundaries, the study had to examine the financial, environmental <br />and physical impacts of providing urban services to both sides of <br />the right-of-way. The completed study is included as part of this <br />staff report. <br />Based on the study, the county must identify and assess necessary <br />changes to the comprehensive plan. The study concluded that, based <br />on the Utilities Master Plan, USA expansion is warranted. Based on <br />that conclusion, staff prepared a comprehensive plan amendment to <br />expand the USA. <br />As previously indicated, the Board of County Commissioners voted <br />not to transmit the proposed amendment to the state for its review. <br />After receiving public comment, the Board determined that the <br />issues raised in the corridor study could be better addressed <br />through a comprehensive plan text amendment. <br />The proposed amendment implements Future Land Use Element Policy <br />1.37 by addressing the issue of utilities service to both sides of <br />roads serving as USA boundaries. <br />- Future Land Use Element Objective 1 <br />Future Land Use Element Objective 1 states that the county will <br />have an efficient land use pattern that reduces urban sprawl. One <br />reason that urban sprawl is considered an undesirable land <br />development pattern is that sprawl development is expensive and <br />inefficient to serve with infrastructure. In contrast, land <br />adjacent to utility lines can generally be served efficiently. The <br />proposed amendment will allow the provision of urban services to <br />land adjacent to utility lines, thereby increasing the efficiency <br />of urban service provision. For that reason, the proposed <br />amendment implements Future Land Use Element Objective 1. <br />- Future Land Use Element Policy 2.9 <br />Future Land Use Element Policy 2.9 states that the expansion of <br />public services and facilities shall be based on existing and <br />future land uses and the availability of other services and <br />facilities. As previously indicated, the proposed amendment does <br />not redesignate any land. Therefore, the amendment will not affect <br />existing or future land uses. The present land use designation of <br />affected properties permit agricultural uses and residential uses <br />with a density of up to 1 unit/5 acres. These uses will still be <br />permitted and there will be no increase in density or new uses <br />permitted. The proposed amendment will merely allow a limited <br />portion of the development that is presently permitted to receive <br />centralized utility services. <br />Additionally, other public services and facilities such as police, <br />fire, and emergency medical services, as well as roads and schools <br />are readily available to areas affected by the propo-hed amendment. <br />For these reasons the proposed amendment is not inconsistent with <br />Future Land Use Element Policy 2.9. <br />92 <br />
