Cain, P. <br />County Engineer <br />SUBJECT: IRC Bid No. 40-64 1 <br />CR 512 Corridor Improvements; CR 510 and CR 512 <br />Intersection Improvements <br />DATE: April 18, 1994 <br />DESCRIPTION AND CONDITIONS <br />The Consulting Engineer and County Engineering staff have reviewed <br />the bids received for IRC Bid No. 40-64, CR 512 Corridor <br />Improvements and CR 510 And CR 512 Intersection Improvements. Pierce, FL <br />Martin Paving <br />$3,035,321.94 <br />$3,018,940.19 <br />Vero Beach, FL <br />Dickerson <br />$3,198,563.73 <br />$3,172,593.73 <br />Stuart, FL__ <br />The apparent low bidder was Ranger Construction, however upon <br />examining the bid of Ranger, it is an imbalanced bid as to the <br />earthwork quantities. The bid quantities for the earthwork included <br />in the bid items had an overage for borrow excavation and an <br />underage for regular excavation in order to compensate for the <br />removal of topsoil by the clearing and grubbing contract. This was <br />done because it was thought this would provide an upper limit for <br />borrow, as we believe some borrow will be required to do the <br />construction. It was believed this would set the maximum dollar <br />amount for the earthwork quantities under this contract. However, <br />Ranger apparently realized the quantities were conservative and <br />imbalanced their bid; bidding $9.00 per Cubic Yard for Regular <br />excavation and $.01 per Cubic Yard for Embankment and Borrow <br />Excavation. Thus, using the unit prices and a more accurate <br />estimate of the quantities for earthwork made from recent <br />topographic surveys taken by County Surveyor crews subsequent to <br />the clearing and grubbing, we anticipate that the actual costs are <br />as follows: <br />40 <br />APR 2 6 1994 <br />Boa 9?
