individuals have been trained in a variety of occupations from truck driver -to architectural drafter. These plans <br />guarantee that trainees learn the specific skills needed to be productive in the career of their choice. The competency <br />of the trainee in each skill is certified by the employer. We want to thank all the employers who helped us to set <br />up our competency system and those who have trained individuals for us throughout the year. Their time and effort <br />is making a difference for our community and the people in it. <br />This year we placed an emphasis on increasing services to individuals considered to be most in need of PIC's <br />programs because of barriers to employment. To meet the special needs of these participants, we instituted a variety <br />of workshops designed to teach life skills and to remove artificial and real barriers to employment. <br />Layoffs and plant closings increased the number of dislocated workers served by nearly 100% over last year. <br />Although there have been minor signs of improvement in the local economy, there are still several major layoffs <br />scheduled in the future. To better meet the needs of those laid -off, we are opening a Career Transition Center where <br />dislocated workers can receive relocation assistance. Due to the poor economy and high unemployment, placement <br />of adults fell 9% from last year, however, wages for participants placed into employment Lose nearly $1.00 per hour <br />over previous entry level wages. <br />This year, once again, the Treasure Coast Private Industry Council was recognized nationally as the outstanding <br />Private Industry Council, this time by the National Alliance of Business who stated that we run an "exemplary <br />program that helps build a quality workforce in America". We were also awarded a" DTPA Award of Excellence" <br />by the National Association of Counties for the SCOPE program, an alternative program for school dropouts <br />operated jointly with the Martin County School District and, in turn., were recognized by the Martin County School <br />Board as an "Outstanding Business Partner." <br />Commissioner Bird commended the Treasure Coast Private <br />Industry Council (PIC) for their important work. He stated -that he <br />attends the workshops and continues to be impressed by the <br />dedication and tenacity of the PIC. He requested adoption of the <br />resolution in support of keeping management and control of work <br />force employment and training at the local level. <br />ON MOTION by Commissioner Adams, SECONDED- by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 94-63-A, in support of keplAng management <br />and control of work force employment and training at <br />the local level. <br />RESOLUTION NO. 94- 63-A <br />A RESOLUTION OF THE BOARD OF.
