RESOLUTION NO. 94- 6 3 - A <br />The resolution was moved for adoption by Commissioner Adams <br />and the motion was seconded by Commissioner E g g e r t , and, upon being <br />put to a vote, the vote was as follows: <br />Chairman John W. T p n <br />Chairman <br />PUBLIC DISCUSSION - REQUEST BY FRANK ZORC TO DISCUSS PEP REEF <br />PROJECT <br />Frank Zorc, 2044 DeLeon Avenue, 35 -year resident and taxpayer <br />of Indian River County, objected to tax mpnies being used for the <br />PEP reef. He commended Commissioner Adams for the work that has <br />been done on this project, but he considered the PEP reef a <br />substitute for the sandpumping project, which was to have been paid <br />for by beachfront property owners. He recalled that on two <br />occasions, voters defeated the use of tax dollars for beach <br />restoration. He argued that only the beachfront property owners <br />benefit from beach restoration. He asked whether the County is <br />protected if the reef must be removed and whether the contractor <br />will be responsible for that removal. Mr. Zorc suggested that the <br />Board look into the subject of a bond with the contractor for <br />removal of the reef if that should become necessary. <br />Commissioner Macht stated that he supported the PEP reef <br />project because it benefits everyone. The beachfront property <br />owners may receive more benefit because their properties are <br />protected from storms, but even that secondarily benefits all of us <br />because if that property were destroyed by the action of the ocean, <br />ad valorem taxes derived from those properties would be lost. Our <br />community is a beachfront community and everyone in the county <br />MAY 0 3 1994 17 <br />
