They are working to protect <br />their dune while work is going on with the larger beach program, <br />but dune restoration also helps the beach as a whole. <br />PUBLIC DISCUSSION - REQUEST BY FRANK ZORC TO DISCUSS ST. FRANCIS <br />MANOR - ADDITION TO LEASE OF PORTION OF REMNANT VACANT PARCEL OF <br />LAND <br />Frank Zorc, 2044 DeLeon Avenue, stated that his original plan <br />was to request a lease from the County on a parcel of land near the <br />St. Francis Manor project. In the meantime, General Services <br />Director Sonny Dean informed.him that the subject land was deeded <br />to the City of Vero Beach in 1988 along with the old jail site and <br />the jail building. In addition, the conveyance had a reverter <br />clause wherein if the City of Vero Beach no longer needed the land, <br />it reverts back to the County. Mr. Zorc asked whether the Board is <br />willing to waive the reverter clause if the City agrees to lease <br />the land to St. Francis Manor. <br />The Board members agreed that Mr. Zorc should approach the <br />City of Vero Beach to get their consent, prior to coming before the <br />Board for consideration of the waiver. <br />PUBLIC DISCUSSION - REQUEST BY JERRY SMITH TO DISCIISS <br />INTERPRETATION OF 12108/92 DECISION OF BOARD REGARDING UTILITY <br />MATTER <br />The Board reviewed a letter from Jerry L.
