MAY 0 3 1994 <br />I <br />�on, F 9 2 F-a{;r..15 <br />ANALYSIS <br />'In this contract, we have revised the inspections from bimonthly to <br />quarterly with an increase in the detail level of the reporting. <br />We have also increased the amount of operator training required. <br />For details see attachment "B" of the proposed service contract. <br />The cost for the services performed this year is as follows: <br />Quarterly & Annual reporting $23,100.00 <br />Operator training 26,252.00 <br />Emergency Engineering services 10,000.00 <br />Total proposed costs $59,352.00 <br />For details of service costs see attachment "C" of the attached <br />contract. Funds for this work will be from account number 471-218- <br />536-033.13. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the proposed work <br />authorization with Camp, Dresser, McKee, Inc. as presented. <br />Commissioner Eggert asked whether we used emergency <br />engineering services in the last year, and Mr. McCain responded <br />that we spent in the range of $5,000 <br />Commissioners Eggert and Adams led discussion regarding the <br />number of operators to be trained and the estimated costs. <br />Mr. McCain could not give specific numbers of operators but <br />the proposal is for Camp, Dresser & McKee, Inc., (CDM) to provide <br />training in two areas, B.iosolids Treatment and Disposal and <br />Effluent Treatment and Disposal. CDM will prepare lesson plans for <br />the other areas of the training program and the training will be <br />done within the Department, including refresher courses. Mr. <br />McCain advised that most of the training has been provided at the <br />TREEO Center in Gainesville, and that has become quite expensive. <br />Commissioner Adams felt we can send them to Indian River <br />Community College or Brevard Community College for a lot less. She <br />preferred to see more details and a comparison of course works and <br />costs. She felt there must be textbooks and manufacturers' <br />instruction books available. <br />Commissioner Adams asked about the monthly and quarterly <br />reports, and Mr. McCain responded that staff supplies monthly <br />reports. CDM makes quarterly inspections and prepares quarterly <br />reports. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Macht, the Board unanimously deferred <br />this item and directed staff to present a comparison <br />of costs for operator training as presented in the <br />Wastewater Treatment Plant Continuing Services <br />proposed work authorization with- Camp, Dresser & <br />McKee, Inc. <br />EP: <br />
