- MAY ®3 BOOK 9 `"G <br />��94 E ,332 <br />Commissioner Macht recounted that at the conclusion of the <br />joint meeting on January 31, 1994, the Children's Services Advisory <br />Committee (CSAC) was charged to present to the joint boards one <br />segment of the several areas of children's concerns which were <br />identified. In looking over the spectrum of concerns, the CSAC <br />discovered that there are a number of children who fell into a <br />niche; not the poor welfare recipients, but those described as the <br />working poor, people who are regularly employed but at a level that <br />makes it impossible for them to assign their children to a <br />preschool. The CSAC developed the proposed plan for dealing with <br />preschoolers, children in crisis, and unanimously voted to present <br />it to the joint boards for consideration and a resolution. <br />Commissioner Macht felt the proposed plan would present one <br />solution to the problem of children at risk. <br />Sandy Kahle, executive director of Maitland Farm Preschool, <br />stated the goal of the proposal: to raise children who will be <br />respectful, responsible and resourceful members of our society. <br />This goal will require the collaboration of the entire community to <br />fund it and to coordinate and deliver the services. <br />Kathleen Marshall, preschool coordinator for Indian River <br />County school system, demonstrated the cycle of violence: <br />Trajectory Toward Violence 10 <br />Deviant <br />peer groups <br />formed <br />Poor peer relations and <br />high levels of aggressiveness <br />Poor school attendance and <br />numerous suspensions <br />61 <br />Ineffective parenting (I.e., lack of <br />supervision, Inconsistent <br />discipline, highly punitive or <br />abusive treatment, and fallure to <br />reinforce positive behavior) <br />Weak bonding to caregivers <br />In Infancy <br />N <br />Drop Out of School <br />Exposure to violence in the home, <br />neighborhoods, and the media <br />Greater risk for aggressive <br />and violent behaviors <br />
