I <br />Boor 99 FrAJF •376 <br />MAY 10 1994 <br />—RECOMMENDATION <br />Staff recommends the following: <br />1. Award the bid to Arapaho Citrus Management as the sole <br />bidder for the contract for grove maintenance with the <br />exception of line item 5, page 18 (Drainage <br />Maintenance), this will be done by the Utilities <br />Department along with the mowing. <br />2. Establish an Open End Contract with Arapaho Citrus <br />Management with a not to exceed amount of $45,000.00 <br />during the Contract period. Last year's expenditures <br />was $43,266.01. <br />3. Authorize the Purchasing Manager to renew this contract <br />subject to satisfactory performance, zero cost <br />increase, vendor acceptance, and the determination that <br />renewal is in the best interest of the County. <br />Commissioner Adams asked for further explanation of the costs <br />because it seemed to her that $45,000 is an awful lot of money <br />since we only received $2,000 from the sale of oranges. <br />Administrator Chandler explained that we did make a few <br />hundred dollars above our expenses on this portion of the grove, <br />which is the area that we plan on developing into wetlands as part <br />of our wastewater treatment master plan. When that portion is <br />deleted from the $45,000 contract for next year, a unit price will <br />be applied to -each aspect of the groves. <br />Commissioner Adams also was concerned that the one bid we <br />received wasn't from a management firm in this county. She would <br />like to see this rebid. <br />General Services Director Sonny Dean related how difficult it <br />has been in the past to get firms to bid on this. This year we <br />sent out 15 requests for bids and this is the only bid we received. <br />Utilities Director Terry Pinto noted that although we just <br />broke even on the grove itself, we did get rid of 26 million <br />gallons of effluent on that grove. <br />Chairman Tippin suggested that we offer more alternatives in <br />the bidding. <br />MOTION WAS MADE by Commissioner Adams, SECONDED by <br />Commissioner Macht, that the Board direct staff to <br />rebid this item with more alternatives. <br />Under discussion, Commissioner Bird pointed out that we are <br />breaking even and getting rid of a lot of effluent. In addition, <br />he noted that the owner of the only firm -that bid lives in Indian <br />River County. <br />
