9 9 <br />BOOK ZI F'�GE 1 <br />MAY J7,1994 <br />ANALYSIS: <br />Since last year, FDOT has revised enhancement submittal criteria. <br />Some of the changes are: expanded application form, requirement <br />that all projects have a project sponsor certification, and that <br />the required 10% match be in cash, not in-kind services. <br />Like last year, approved projects will be included on FDOT's 5 year <br />work program. Since the next 5 year work program will be for FY <br />95/96 - 99/00 and because approved projects will probably be <br />scheduled for the 4th and 5th years (FY 98/99 and 99/00) , it can be <br />anticipated that, even if approved, the proposed projects would not <br />be constructed for four years. <br />By authorizing staff to submit the referenced applications, the <br />Board would agree to be the sponsor of the projects. As project <br />sponsor, the Board would be committing to provide the required 10% <br />funding match. For all six projects, the match amount would total <br />$396,013.44.. <br />Because of the districtwide competition for enhancement funds, it <br />is unlikely -that all six projects will be approved for funding by <br />FDOT. Even if all six projects are funded, there are sufficient <br />funds programmed for sidewalk/bikeway construction in the second <br />five year period of the one cent local option. sales tax program to <br />accommodate the necessary match. <br />Both the Public Works and Community Development Departments have <br />coordinated in preparing these enhancement project applications. <br />Both Departments feel that _the proposed bicycle/pedestrian <br />improvements are necessary and would benefit the community. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />staff to submit the above referenced transportation enhancement <br />project applications, agree to be the project sponsor for each <br />application, and authorize the chairman to execute a project <br />sponsor certification statement for each application. <br />ON MOTION by Commissioner <br />Commissioner Eggert, <br />the <br />Bird, <br />Board <br />authorized staff to submit the <br />SECONDED .by <br />unanimously <br />transportation <br />enhancement project applications, agreed to be the <br />project sponsor for each application, and authorized <br />_.the Chairman to execute a project sponsor <br />certification statement for each application. <br />PARTIALLY EXECUTED COPIES OF APPLICATIONS (6) <br />ARE ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />24 <br />
