A selection committee was established that consisted of Mayor Renee <br />Herrera from the City of Fellsmere; Mr. Stan Boling, Director of <br />Current Development of Indian River County; and Mr. Roger D. Cain, <br />County Engineer, to select and rank the consultants for the Board <br />of County Commissioners. In accord with Florida Statutes 287.055, <br />otherwise known at the Consultant Competitive Negotiation Act <br />(CCNA) , four firms were selected for interviews, one firm H.F. Lenz <br />withdrew prior to the interviews on account of receiving other <br />county work. The four firms selected for interviews were: Post, <br />Buckley; Schuh & Jernigan, Inc., Keith & Schnars, Carter <br />Associates, Inc., and H.F. Lenz Company. <br />Interviews were held on April 29, 1994 in the County Administration <br />Building. As a result of those interviews the committee ranked the <br />firms in order of qualifications as follows: <br />1. Post, Buckley, Schuh & Jernigan, Inc. <br />2. Carter Associates, Inc. <br />3. Keith & Schnars <br />As H.F. Lenz withdrewyit is not ranked. <br />ALTERNATIVES AND ANALYSIS <br />Alternative No. 1 - Approve the ranking of the consultants for the <br />relocation of CR507 and direct staff to negotiate an agreement for <br />professional -services for a study -to determine an appropriate route <br />and other matters affecting the relocation of CR507. <br />Alternative No. 2 - Reject the ranking as presented by the <br />selection committee and direct staff to re -rank the firms. <br />RECOMMENDATION AND FUNDING <br />Staff recommends Alternative No. 1. Funding from this project to <br />be under Account No. 101-157-541-067.59. <br />County Engineer Roger Cain used enlarged maps to demonstrate <br />the alternative routes under consideration. He explained that <br />staff has been conferring with and receiving input from <br />representatives of the City of Fellsmere and with merchants in the <br />areas that may be affected. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously approved <br />the ranking of the consultants and directed staff to <br />negotiate an agreement as set out in staff's <br />Alternative No. 1. <br />MAY 4 31 <br />1161(4 436 <br />
