DISCUSSION OF COUNTY FACILITIES LIABILITY INSURANCE <br />The Board reviewed memo from Risk Manager Beth Jordan dated <br />April 25, 1994: <br />TO: • Doug Wright, Emergency Services Director <br />FROM: Beth Jordan, Risk Manager <br />DATE: 25 April 1994 <br />SUBJECT: Facilities Uability Insurance <br />As discussed, the County requires liability insurance with Indian River County, Florida, as <br />additional insured whenever County -owned or leased facilities are used by organizations, <br />agencies or individuals outside of the County government structure. Minimum limits of <br />coverage parallel the protections offered by sovereign immunity statute, or $100,000 per <br />person/$200,000 per occurrence. <br />Please contact us if there are additional questions. <br />Commissioner Adams asked for clarification regarding liability <br />insurance coverage because of a request from the Vero -Lake Estates <br />Homeowners Association. She was interested in the liability <br />coverage generally because of the public's use of County buildings <br />for group meetings. <br />Commissioner Bird pointed out that we have two types of public <br />use: those that are leased to a group for a long period of time <br />and those that are used occasionally for group meetings. <br />Administrator Chandler briefly explained that in 1990 the <br />County became self insured, and there are situations where <br />liability insurance is handled by the County and other times where <br />it is handled by the lessee of the building. He further explained <br />that the question of County liability insurance coverage was raised <br />on Friday because of an incident involving a volunteer. <br />Emergency Services Director Doug Wright advised that this is <br />not a new subject because we have been dealing with it for a couple <br />of years pertaining to voluntary entities. They have fund raising <br />events and must use some of the funds to obtain insurance coverage. <br />The issue of the Homeowners' Association using the volunteer fire <br />station in Vero Lake Estates to hold their meetings prompted a <br />discussion with Risk Manager Beth Jordan and resulted in the above <br />memo. <br />MAY J 11,2 39 Poor 92 Pa�� , 444 <br />
