PINTO <br />DIRECTOR OF UTILITY �ERVICES <br />PREPARED WILLIAM F. 4OFI <br />AND STAFFED CAPITAL PRE INEER <br />BY: DEPARTMENT SERVICES <br />SUBJECT: DEVELOPER'S AGREEMENT BETWEEN INDIAN RIVER COUNTY <br />AND WATER'S EDGE ASSOCIATES <br />BACKGROUND <br />a <br />Attached is a proposed developer's agreement with Water's Edge <br />Associates for reimbursement of construction of off-site utilities <br />on US 1 to serve the Floravon Shores subdivision in front of lot 35. <br />(See attached exhibit.) The proposed construction consists of a <br />subregional lift station and gravity sewer sized to serve the <br />surrounding area. For details, please reference the attached <br />agreement and location map. <br />ANALYSIS <br />Looking at the overall proposed service area, reimbursement to the <br />developer is based on hydraulic proportion for the lift station and <br />on a square -footage basis for the gravity sewer. Exhibits A and B <br />of the attached agreement show details based upon cost-sharing. The <br />total estimated project cost is $64,358.00; of this, the County's <br />portion is $53,387.99. This reimbursement ultimately will be <br />recovered through an assessment to the surrounding properties when a <br />future gravity collection assessment project in Floravon Shores <br />is begun. In the interim, funding will be from the impact fee fund. <br />RECOMMENDATION <br />The staff of the <br />Board of County <br />the developer as <br />costs through a <br />MAY 2 4 1994 <br />Department of Utility Services recommends that the <br />Commissioners approve the attached agreement with <br />presented and authorize recovery of the project <br />future assessment project. <br />W <br />
