I <br />MAY 2 41994 <br />wf, 92 ?AcE 549 <br />to the Board of County Commissioners for approval to begin the design <br />and construction of Phase II of this project. Funding for this project <br />will be from the impact fee fund. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends approval of <br />the proposed agreement with CDM and the project design and construction <br />as presented. <br />Commissioner Eggert had a question regarding the percentage <br />being higher than what we have been seeing in the past, and <br />Utilities Director Terry Pinto explained that it was not high for <br />the design of this particular plant which is not standard. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously approved <br />the agreement with CDM for the project design and <br />construction, as set out in staff's recommendation. <br />AGREEMENT IS ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD _ <br />DISCUSSION RE COMMISSIONER/CHAIRMAN NON-VOTING ROLE ON ADVISORY <br />COMMITTEES <br />The Board reviewed the following memo dated 5/16/94: <br />TO: Board of County Commissioners <br />FROM: Commissioner Kenneth R. Macht <br />DATE: May 16, 1994 <br />RE: COMMISSIONER/ CHAIRMAN OF ADVISORY COMMITTEES <br />NON-VOTING ROLE <br />Currently, Commissioners chair a number of advisory committees. I <br />suggested in the past that this Commissioner/ Chairman be made a <br />non-voting member in order to avoid even the appearance of control of <br />a committee's action by a Commissioner. <br />In light of the recent letter from the Taxpayers' Association touching <br />on this subject, it appears appropriate to revisit the matter. Attached <br />is a proposed ordinance which could be scheduled for a public hearing <br />if that is the pleasure of the Board. <br />104 <br />
