Project Area <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of May 24, 1994. <br />DESCRIPTION AND CONDITIONS: <br />On February 7, 1994, GHA, Grand Harbor Ltd. submitted a Substantial <br />Deviation Application for Development Approval to add 200 boatslips <br />to the existing 144 slip Grand Harbor marina, and to add a 4.94 <br />acre residentially zoned parcel to the overall project. The <br />request has been reviewed through the normal DRI review process, <br />and has been considered by the Treasure Coast.Regional Planning <br />Council. At its April 15, 1994 meeting, the regional planning <br />council voted to recommend approval of the request with conditions <br />(see attachment #3). <br />Pursuant to state DRI rules, the Board of County Commissioners is <br />now to consider this substantial deviation request. In accordance <br />with county LDR requirements, the Planning and Zoning Commission <br />reviewed this request at its May 12, 1994 meeting. The Commission <br />unanimously recommended that the Board approve the request as <br />recommended by staff at the end of this report (see attachment #6). <br />If the Board approves this DRI request, then a more detailed review <br />of the boatslip lay -out and design will be made at -the time of site <br />plan approval (as was done for the existing 144 -slips). <br />ANALYSIS: <br />*Parcel Addition <br />The request to add a recently purchased 4.94 acre parcel to the <br />overall DRI project area will merely add more area to the project; <br />no increase in the amount of overall project maximum residential <br />density is being requested, and none will be approved with this <br />request. Therefore, adding this parcel will not change the off- <br />site impacts of the overall project. However, county staff has <br />provided comments to the applicant regarding on-site impacts of <br />potential future development of the. parcel. In response to county <br />staff comments, the applicant has agreed that at the time of site <br />plan review for development of this parcel, the county upland <br />setaside requirement will apply. Also, the applicant has <br />acknowledged that in the future, as part of the site plan review <br />and approval process to develop this parcel, it may need to modify <br />its St. Johns River Water Management District stormwater permit to <br />reflect the site drainage design. <br />32 <br />
