If the level of service is <br />determined to be below level "D" (peak season, peak <br />hour, peak direction), discounting all new traffic <br />from other vroiects within Indian River Countv, no <br />turtner building permits shall be issued for the <br />project until required roadway improvements to <br />achieve level of service "D" on the above described <br />segment of US 1 have been programmed for <br />construction. <br />All above configurations shall be permitted and <br />constructed in accordance with City,'County, and State <br />criteria. No certificates of occupancy shall be issued <br />for any portion of the Harbor Town Center project until <br />the intersection improvements under a, b, c, d, e, f, and <br />g above have been completed, as certified by the Indian <br />River County Public Works Director. <br />The foregoing resolution was offered by Commissioner <br />Macht and the motion was seconded by Commissioner <br />Adams , and, upon being put to a vote, the vote was as <br />follows: <br />Chairman John W.
