M M <br />6410 Old Dixie Highway, approximately 1/10th of a mile south of <br />65th Street on the east side of Old Dixie Highway. The subject <br />site is located within a CL zoning district. Consequently, special <br />exception use approval must be granted by the county for the <br />proposed adult group home care facility. <br />The applicant has proposed a 19 bed facility to serve elderly <br />residents. This is equivalent to a level III group home, as <br />defined by county land development regulations. The applicant has <br />applied for, but has not received, applicable HRS permits as of <br />this date. Therefore, staff will ensure that the licensed capacity <br />permitted by the Department of Health and Rehabilitative Services <br />(HRS) is compatible with the proposed site plan. <br />At its April 28, 1994 meeting, the Planning and Zoning Commission <br />voted unanimously to approve major site plan application subject to. <br />the Board of County Commissioners approval of the special exception <br />request and to recommend that the Board of County Commissioners <br />approve the special exception use request, as recommended at the <br />end of this report. Pursuant to section 971.05 of the LDRs, the <br />Board of County Commissioners is now to consider the <br />appropriateness of the requested use based on the submitted site <br />plan and suitability of the site for that use. The Board may <br />approve, approve with conditions or deny the special exception use <br />request. The County may attach any conditions and safeguards <br />necessary to mitigate impacts and to ensure compatibility of. the <br />use with the surrounding area. <br />ANALYSIS: <br />1. Zoning Classification: CL, General Commercial <br />2. Land Use Designation: C/I, Commercial/Industrial <br />3. Surrounding Land Use and Zoning: <br />North: Vacant/CL <br />South: Vacant/CL <br />East: Grove/CL <br />West: Old Dixie Highway, Vacant/IL <br />4. Total Area of Site: 36,543 sq. ft. or 0.84 acres <br />5. Density: <br />Maximum: 20 persons on this site <br />Proposed: 19 persons on this site <br />To ensure compatibility with surrounding land uses, the number <br />of persons utilizing a group home is referred to as the land <br />use intensity. Since. the subject site lies within the CL <br />zoning district, the land use intensity is derived by using <br />the densities allowed in the RM -8 district (Residential Multi - <br />Family at 8 units per acre). Land use intensity is then <br />calculated by applying the criteria in section 971.18(e)(2) of <br />the county's land development regulations. For this project, <br />the maximum number of residents is: (.84 acres"X 8 units/acre) <br />% 2 persons 8 1.5 = 20 residents maximum. <br />6. Building Area: Existing: 3,044 sq. ft. <br />Proposed: 6,424 sq. ft. <br />The existing structure on the site will be demolished and <br />removed from the site. <br />JUN 7 1994 <br />21 ``T <br />
