moo 92%E 581 <br />A Request For Proposals was prepared by Gee & Jenson our IAQ <br />consultant, Centex Rooney, our Construction Management firm, and <br />Indian River County staff. There were sixteen RFP's sent out with <br />only three responses. The following is a list of responding <br />companies and their bid price: <br />The Phoenix Agency, Inc. $ 89,600 <br />Test and Balance Corp. 127,500 <br />Bailey Engineering Corp. 206,389 <br />A background check was performed on the low bidder, The Phoenix <br />Agency, Inc., and results indicate this company has a good record. <br />This writer met at the job site with Rooney personnel and Steve <br />Young, of Phoenix, for a tour of our building and to be sure Mr. <br />Young understood the scope of work. We also met with the general <br />contractor on the courthouse and his mechanical subcontractors to <br />ascertain a schedule of the proposed work. <br />In their proposal Phoenix also recommended the following two <br />alternates beyond the scope of work called for in the RFP: <br />1. Installing humidity sensors in the return air of each air <br />handling unit, connected to the Johnson control system, <br />to provide constant monitoring of the humidity and allow <br />early detection of problems. This was an additional <br />$5000 and installation would be by the mechanical <br />contractor. <br />2. Train the County's maintenance personnel in the HVAC <br />systems operation in conjunction with the training <br />provided by the controls contractor. This was an <br />additional $1800. <br />Staff negotiated a contract with The Phoenix Agency at a price not <br />to exceed $85,000. Included in this price is Alternative 2, <br />training of personnel, at no additional cost. <br />Staff recommends Board approval of a contract with The Phoenix <br />Agency, Inc. at a cost not to exceed $85,000 including the training <br />(Alternate 2). It is also recommended that the Board approve a - <br />Change Order for installation of humidity sensors as per Alternate <br />1 and authorize their Chairman to execute the applicable documents. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously <br />approved a contract with The Phoenix Agency, <br />Inc., at a cost not to exceed $85,000 <br />including the training (Alternate 2); <br />authorized a change order for installation of <br />humidity sensors as per Alternate 1; and <br />authorized the Chairman to execute the <br />applicable documents. <br />CONTRACT IS ON FILE IN THE <br />OFFICE OF CLERK TO THE BOARD <br />26 <br />
