Commissioner Eggert wished these two items had come to the <br />Board on the same Agenda, because she questioned committing any <br />money to the trust fund before the plan is approved. <br />Commissioner Adams asked if we would have to adopt another <br />resolution to take a contribution out of the budget, but Attorney <br />O'Brien pointed out that a resolution is not like an ordinance. It <br />is not cast in concrete, and if you don't approve the program, you <br />would just set aside the resolution. <br />Commissioner Macht explained that the role established by this <br />resolution is simply the harboring of trust funds. There's no <br />other implication in it and there is no reason for delaying it. We <br />have a lot of very busy people working very hard on this projection <br />the basis of this Board's authorization, and he didn't believe they <br />would appreciate a lot of caveats being thrown in over trivial <br />technicalities. <br />Commissioner Eggert stated she was in support of the program <br />but wanted to give it full consideration before doing anything <br />else. <br />Commissioner Adams understood then that adopting the <br />resolution does not obligate us to contribute any County funds, and <br />Commissioner Macht assured her that it does not. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Adams, the Board adopted <br />Resolution 94-74 to establish a Community <br />Child Care Resources Trust Fund with the <br />understanding that the County was not <br />committed in any way to funding or approving <br />the plan. <br />RESOLUTION NO. 94-7_ <br />A RESOLUTION OF INDIAN RIVER * COUNTY, <br />FLORIDA, ESTABLISHING A COMMUNITY CHILD <br />CARE RESOURCES TRUST FUND. <br />WHEREAS, it is recognized that high quality, nurturing <br />preschool experience for 3 and 4 year old children will help prevent <br />school failure, juvenile crime and teen pregnancy; and <br />WHEREAS, prevention is much less expensive than punishment or <br />other corrective action at a later 'date; <br />WHEREAS, it is in the public interest for the County and all its <br />citizens to assist in support of such a preschool program; and <br />38 <br />
