US -92 -12 -CS <br />RESOLUTION III, PUBLIC HEARING <br />BACItGRODND . <br />On May 24, 1994, the Indian River County Board of County <br />Commissioners approved Resolution I (94-71) and Resolution II (94- <br />72).. Resolution I contained the preliminary assessment roll <br />describing the project and cost. Resolution II set the date of the <br />public hearing for the subject project. Property owners have been <br />notified of the public hearing by certified mail. Resolution 'I <br />(94-.71) was published in the Vero Beach PRESS JOURNAL on June 1, <br />1994 (see attached agenda item and minutes of the above meeting). <br />ANALYSIS <br />Design - - of _the sewer collection system is complete. An <br />informational meeting was scheduled for the 3 property owners on <br />June 1, 1994. Although none of the property owners attended the <br />informational -meeting, one telephoned and stated all were in <br />support of the project. The total estimated cost to be assessed is <br />$37,342.00. The cost per square foot is $0.3111833. Approval of <br />the attached Resolution III will confirm and' approve the <br />preliminary assessment. The -attached map displays the area to <br />benefit from the assessment project. This project is to be paid <br />through the assessment of property owners along the proposed <br />wastewater line route. In the interim, financing will be through <br />the use of impact fee funds. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms <br />the preliminary assessment on the subject project. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter.
