June S, 1994 <br />TO: Indian River County Board of Commissioners <br />FROM: The Childrehs Services Advisory -Board <br />SUBJECT: A proposed plan for'Community Child Care Resources <br />The following agenda item is the result of the combined <br />meeting of the Indian River County Board of County <br />Commissioners and the Indian River County School Board. <br />At that meeting the Childrens Services Advisory Board was <br />directed to develop a plan to serve the needs of children at <br />risk in Indian River County. The committee tried to meet as <br />many of the suggestions presented - at that meeting within the <br />monetary constrictions that were perceived at the May meeting <br />and still provide a quality program to meet the special needs <br />of children who live in low income families. Low income <br />families in this instance are families who are working but do <br />not have the ability to provide day care or pre school for <br />their children These families will meet the reduced lunch <br />program at the school district. It has been shown through <br />research that the children of these programs do profit from <br />pre school by having a lower rate of involvement with special <br />schooling, Juvenile Justice system, prisons, and the welfare <br />programs. <br />Those suggestions which were not met at this time will be <br />considered -by the new 501(c) 3 board who will supervise the <br />Community Child Care Resources program. <br />June 13, 1994 <br />TO: Boaxd of County Commissioners <br />FROM: L.B. Vocelle, Chief Judge <br />Preschool (early intervention) is probably the most <br />productive one thing that society can do to assist in reducing <br />teen pregnancy, school dropouts, juvenile delinquency, and the <br />making of better citizens. <br />As Family Court Judge of Indian River County I urge the <br />Beard of County Commissioners to assist in the recommendations <br />of the Children Service Advisory Council with their program for <br />preschool (early intervention) to 100 children in Indian River <br />County. <br />JUN 14 19.94 <br />47 BOOK 92 PAGE 646 <br />
