are not being served because their families have earned income and, <br />therefore, do not qualify for the free programs. <br />Commissioner Bird asked whether we will be -making -a financial <br />commitment for this coming fiscal year, or if we can approve the <br />plan without a financial commitment and address that as a separate <br />issue during budget time. <br />Commissioner Macht responded that we are making a commitment. <br />In approving the plan we are indicating an interest and that will <br />be translated into financial assistance. <br />Commissioner Eggert made a motion to approve the plan <br />conditioned on our finding the funds within our budget to cover it. <br />Commissioner Adams thought we could approve the plan without <br />any conditions. <br />Commissioner Macht preferred a motion to approve the plan as <br />it stands because it is implementable on its own. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Macht, to approve the Proposed Plan for <br />Community Child Care Resources. <br />Under discussion, Commissioner Eggert emphasized that we must <br />discuss the cost of this program during the budget process. <br />Bill Roolage, resident of Indian River County for 21 years, <br />was troubled because he maintained that the School Board has funds <br />which they do not know how to manage. He contended that our <br />schools are not used year-round, we do not need new buildings <br />because buildings do not teach, and the School Board members do not <br />give respective attention to the basic underlying items. <br />Carol Mulloy, registered nurse, stated that it was unfortunate <br />that working mothers are not able to be here to talk about this <br />plan. She cautioned that unless we plan to increase the welfare <br />system, we must help these families who want to help themselves. <br />Our children need this program and we must consider priorities. <br />As a concerned citizen, she wanted to see public funds go to our <br />children who are our future. <br />Carey Hodge stated that both she and her husband are employed, <br />but they would be better off if she did not work and put their <br />child in the Headstart Program. She described it as ridiculous and <br />not fair. <br />Rosemary Sparks stated that she and her husband own Small <br />Wonders Child Care Center in Vero Beach.
