BROOKS, MANAGER <br />SOLID WASTE DISPOSAL DISTRICT <br />SUBJECT: FELLSMERE COLLECTION CENTER RELOCATION <br />----------------------------------------------------------------- <br />As you may recall Mr. Wayne Yates offered the SWDD a plan for <br />relocating the Fellsmere Recycling/Collection Center in order to <br />remove its presence from County Road 512. His proposal involved <br />the trading in like -acreage (1.25 acres) of the center property <br />for property located immediately north of the center. He would <br />then give an 80 foot right-of-way for access to the new location. <br />The SWDD would then. construct the new site and the access roadway <br />with accompanying stormwater management facilities. The <br />Fellsmere Farms Water Management District offered to provide fill <br />dirt for the new site to reduce the costs of the new <br />construction. <br />The SWDD contracted CDM to evaluate the project and provide a <br />cost estimate for the relocation of the site. In CDM's completed <br />report they estimated the relocation costs at approximately <br />$328,391. <br />The SWDD Board reviewed the project during a regularly scheduled <br />board meeting and while questioning CDM's estimated cost they <br />authorized the relocation of the Fellsmere site with a <br />recommendation that the new site be at least five acres rather <br />than 1.25 acres. <br />SWDD staff forwarded this information to Mr. Yates and requested <br />a response as to his interest in selling additional acreage to <br />provide the total of five acres for the new site. Mr. Yates <br />responded by letter indicating that he would trade property <br />equalling the usable property on the existing site and sell the <br />remaining acreage of the 5 acres at $20,000 per acre (Exhibit I). <br />SWDD staff. researched the usable acreage aspect through the <br />Department of Transportation and the County Public, Works <br />Department and found that of the 1.25 acres only 0.97 acres was <br />usable as the remainder had to be dedicated as road right-of-way <br />(Exhibit II). A graphic display of the usable property and that <br />which must be'dedicated right-of-way is provided as Exhibit III. <br />In view of the high sales price for the property, as stated by <br />Mr. Yates, it became necessary to obtain an appraisal. of the <br />property. The SWDD advertised an RFP for appraisal services and <br />a selection committee selected Deighan Appraisal in St. Lucie <br />County to provide the services. <br />Commissioner Adams notified this office by memorandum advising <br />that another property owner in the area was interested in selling <br />their property and it might be of use to the District as a new <br />Fellsmere site.
