Marlles, AICP <br />Economic Development P neer <br />DATE: June 15, 1994 <br />RE: REQUEST FOR AUTHORIZATION TO APPLY FOR AN ECONOMIC <br />DEVELOPMENT ADMINISTRATION PLANNING ASSISTANCE GRANT <br />It is requested that the <br />consideration by the Board <br />meeting of June 21, 1994. <br />DESCRIPTION AND CONDITIONS <br />data herein presented be given formal <br />of County Commissioners at their regular <br />In July, 1993, Indian River County was awarded an EDA Section <br />302(x) planning grant in the amount of $75,000. That grant was <br />used to update the Commercial/ Industrial Data Source, prepare a <br />Promotional brochure and to pay for an economic development planner <br />who was hired to prepare an economic base study and an economic <br />development strategy plan. <br />In response to -a recent meeting with EDA staff, EDA has formally <br />invited the county to apply for a second year Section 302(a) grant. <br />One submission requirement is that the Board of County <br />Commissioners must approve a resolution authorizing submittal of <br />the application. <br />Staff has prepared the referenced -Application and has put a copy of <br />the application on file in the Board of County Commissioners <br />Office. As proposed, the application requests a ;75,000 grant from <br />the EDA and reflects a $25,000 local match. The match will be a <br />combination of in-kind services and funds already programmed for <br />economic development activities. No additional local funding will <br />be required. <br />Essentially, the proposed grant application involves a continuation <br />of those activities programmed for the initial grant period. <br />Because both county staff and EDA staff recognized that the <br />activities proposed in the initial grant reflected an ambitious <br />undertaking, it was acknowledged, when the initial grant <br />application was submitted, that completing those activities would <br />probably require a second year grant.
