improvement needs occur in the future - needs that cannot be <br />accomodated elsewhere on the property - the County would have the <br />opportunity to propose alternative mitigation (see "mitigation <br />alternatives" discussed later in this memorandum). <br />Future Library Site Impacts <br />Staff has reviewed the +3 acre future library site on the southeast <br />corner of the park property. This area consists of pine flatwoods, <br />characterized by slash pines and palmetto, and does not contain <br />scrub jay habitat (scrub oaks). Therefore, the scrub conservation <br />proposal has no adverse impact on future library development. <br />The proposed conservation area on the park <br />county native upland set-aside requirements <br />well as the park site. Any recreational development in <br />this area, such as a driving range once considered by the Parks and <br />Recreation Advisory Committee for the northeast portion of the <br />park, would need to be designed to incorporate wetland <br />preservation. The alternative of filling the wetland, however, is <br />a possibility, although it would require state, federal, and county <br />wetland resource permitting, including required mitigation. <br />Mitigation Alternatives/FWS Requirements <br />County attorney staff has reviewed the legal aspects of the federal <br />Endangered Species Act and FWS authority to enforce the Act (see <br />attached memorandum). <br />J U L 5 1994 25 <br />BOOK 92 <br />
