J U L 5, 1994 6'n 92 mE 763 <br />Indian River County has had the policy that we do not pay for employees' refrigerators, <br />stoves, microwaves, coffee makers, etc., unless they work a 24-hour shift and cannot leave. <br />Many County departments that work after hours and on the weekends have had to purchase <br />their own appliances with each employee personally contributing their share of the cost. <br />The Clerk of the Court employees that work in the court system bought their own <br />appliances with their personal funds. I do not think that the state law requiring the county <br />to supply adequate furnishings for the judges and constitutional officers was meant to <br />include appliances (i.e., microwaves, stoves, refrigerators, etc.). We could ask for an Auditor <br />General's interpretation. <br />The dilemma we have is to apply a county policy fairly and consistently for employees, <br />constitutional officers and state employees. <br />RECOMMENDATION <br />Deny the request for the judges to purchase the microwave at $198.00 and two refrigerators <br />at $598.00 to be consistent with eldsting Board of County Commissioners policy. <br />Judicial Assistant Pam Kreuger, representing a number of <br />Circuit Court Judges, requested that the kitchen appliances be <br />approved as they were included in the original budget. She stated <br />that judges often work through lunch and eat dinner on the premises <br />during lengthy court cases. <br />Commissioner Adams stated that she worked through lunch, on <br />weekends and nights and didn't expect the county to provide her <br />with a refrigerator or microwave. <br />OMB Director Joe Baird noted that individual County employees <br />pool their money to purchase such appliances for their offices. He <br />stated that County policy does not allow funds to be spent on <br />kitchen appliances. He further noted that if we change this policy <br />now, it would lead to a major expense. <br />County Administrator Jim Chandler advised that only the fire <br />department and emergency medical services personnel who work on 24 <br />hour shifts are supplied with kitchen appliances. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously denied the <br />request per staff's recommendation and as a matter <br />of County policy. <br />STREET LIGHTING OF 27TH AVE.
