Davis, P.E., <br />Public Works Director 7§? <br />SUBJECT: Helen Glenn Brick Driveway Entrance Structure <br />- Cherry Lane Petition Paving Project <br />REF. LETTER: 1) James Davis to George Glenn dated 6-8-94 <br />.2) George Glenn to James Davis dated 6-16-94 <br />DESCRIPTION AND CONDITIONS <br />Last September, the -County completed right-of-way acquisition along <br />Cherry Lane (33rd -Street) between 58th Avenue and 66th Avenue. The <br />last three right-of-way parcels acquired belonged to the family of <br />Helen Glenn. Local Attorney George Glenn represents the family. <br />The County offered the appraised. value, $5,413.56, but the Glenn <br />family requested compensation in the amount of $7,070.16 to offset <br />all assessments to their properties. Three individual agreements <br />were executed by the County and the Glenn family members owning the <br />three parcels. The agreement between Helen Glenn and the County <br />contained a provision that the County would pay to relocate two <br />brick driveway entrance structures. Mrs. Glenn provided the staff <br />with a written estimate by R.G.--Thomas;--Mason Contractor, to <br />rebuild the structures at a cost of $4,460.00. In preparing the <br />project cost estimate and assessment roll, staff used a cost of <br />$5,000 to replace the structures. <br />At this time, Mr. Thomas, the Mason Contractor, has retired and <br />will not perform the work for the $5,000 estimated cost. Two other <br />contractors, Walker Construction and Fersch Construction, have <br />submitted prices of $9,387 and $17,325 respectively. Staff offered <br />to pay to Mrs. Glenn the $5,000 instead of rebuilding the <br />structure. She has agreed to take monetary compensation instead of <br />having the structures rebuilt, but has requested payment in the <br />amount of $7,000. Staff requested that she reconsider the $5,000 <br />offer due to the fact that once the project preliminary assessment <br />roll is approved by the Board, additional public hearings, <br />registered letters notifying the benefitted owners of the cost <br />inorease, public advertisements, etc. may be required. Mrs. Glenn <br />has indicated that she still requests $7,000 compensation. <br />ALTERNATIVES AND ANALYSIS <br />Staff offers the following alternatives: <br />Alternative No. 1 <br />Approve the $7,000 requested compensation to Mrs._ Glenn. <br />Alternative No. 2 <br />Relocate the structures. Staff has been advised that the <br />existing bricks need to be removed carefully and reused <br />in building the structure or old antique bricks of equal <br />value to the same dimension be used. Also, the work must <br />be performed by a licensed mason and bricklayer. <br />36 <br />
