NORTH COUNTY FORCE MAIN - AIR RELEASE VALVE <br />INSTALLATION <br />The Board reviewed the following memo dated June 20, 1994: <br />DATE: JUNE 20, 1994 <br />TO: — JAMES E. PINTO/' <br />DIRECTOR OF ISERVICES <br />PREPARED WILLIAM F. ������////// <br />AND STAFFED CAPIT TS ENGINEER <br />BY: DEP F UTILITY SERVICES <br />SUBJECT: NORTH COUNTY FORCE MAIN <br />AIR RELEASE VALVE INSTALLATION <br />BACKGROUND <br />Over the past few years, gas generation problems in the North County <br />sewer system have been adversely affecting the force main system. <br />The County utilities staff, until recently, has been able to deal <br />with this problem utilizing existing manual air releases and pump <br />station valve pits. This method is no longer successful. (See <br />attached memo dated April 21, 1994) <br />ANALYSIS <br />The Utilities Department is proposing the installation of ten <br />automatic air release valves in the system, as noted on the attached <br />memo dated April 21. The cost of the valves is $3,371.64, including <br />a small contingency amount. Quotes for installation were acquired <br />from three contractors and are attached. The lowest bid of <br />$9,372.00 is from Treasure Coast Contracting, Inc. The Utilities <br />Department is requesting approval to award the work to Treasure <br />Coast Contracting, Inc., and proceed with the installation of these <br />valves. A purchase order would be issued for this project. Funding <br />for the work will be from fund 472. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends approval <br />of this project as presented. <br />Commissioner Adams asked where the gas build up comes from, <br />and Capital Projects Engineer Bill McCain explained that the <br />methane gas generation was from the wall retention. Over time it <br />is a very common thing, more so in this case because of the length <br />of the force main. The valves were not needed when the project was <br />initiated. It was originally estimated that there would be greater <br />flows coming from the Sebastian area, and since the city pulled out <br />after the construction, flows were much less than anticipated.
