M M M <br />favor, and it comes to us as a denial and causes confusion in the <br />public's mind. <br />Chairman Tippin noted we have two problems: 1) conflict of <br />interest, and 2) attendance. He believed that a potential <br />appointee should agree to attend a minimum of 90 percent of the <br />meetings; if not, they ought not to accept the appointment. This <br />could be a policy matter. <br />Chairman Adams recalled that the Planning & Zoning Commission <br />expanded from 5 to 7 members for exactly that reason. She <br />preferred that a member be taken off the Board if they miss a <br />certain percentage of meetings. <br />Attorney Vitunac recommended the appointment of 2 alternates <br />with the requirement that they attend every meeting. <br />Commissioner Eggert wanted members to be pressured into being <br />there, and for them to understand how important it is to be there. <br />Commissioner Bird considered the P&Z to be the most important <br />Board we have, because it has the most individual power of any <br />board we have. To be effective on that Board requires a real <br />educational process. It takes time to learn all the ordinances and <br />land development regulations and how to apply them. Unless <br />alternates apply themselves and have a regular attendance, he <br />wondered how effective they would be. <br />Leroy Hiers, P&Z member, stated he wouldn't feel comfortable <br />with an alternate member filling in for him. He understood that <br />the rules say that a member of the P&Z can be dismissed if they <br />miss more than 3 meetings in a year without a valid reason. <br />It was the consensus of the Board that no action be taken. <br />COURTHOUSE OPENING CEREMONIES <br />Commissioner Bird advised that we have been notified that the <br />completion of the new Courthouse has been delayed. Our opening <br />ceremonies will now have to be put off until a future date. Due to <br />the uncertainty of the opening date, he suggested that the Board <br />rescind the prior invitations to speakers for the opening ceremony, <br />especially those of federal and state prominence. When we are in <br />a better position to know when the opening date will be, we can <br />decide to re -schedule speakers for the opening ceremonies and <br />perhaps invite speakers of local or regional import. <br />J U L 5 1994 41 <br />
