M <br />Director Davis stated that the median openings along <br />Mooringline Drive are basically defined in the LDRs. Chapter 952 <br />states, "to assure traffic safety, capacity, and control, median <br />openings located within a traffic -way corridor shall be spaced the <br />maximum distance apart that will allow safe and adequate traffic <br />circulation." The words "traffic -way corridor" have always, since <br />the development of the Code, been construed to mean those roadways <br />on the County's Thoroughfare Plan. Those are collector and <br />arterial roadways that have been classified higher than just a <br />local road. In the LDRs, a "median" is defined as "the physical <br />portion of a highway separating the traveled ways for traffic in <br />opposite directions. " The word highway is further def ined as a <br />roadway the primary function of which is to serve traffic.. There <br />are other definitions in the LDRs on other type streets, <br />particularly local streets which are primarily intended to provide <br />direct access to property. Staff and the traffic engineering <br />community have utilized other engineering publications such as the <br />AASHTO Code Green Book and the Florida DOT Green Book. There are <br />distinctions between highways and local roads. <br />Director Davis asked the Board to view some photographs of <br />Mooringline Drive that he took that morning. The first one shows <br />the median, with a 25 mph speed limit sign posted on the median. <br />He noted that many driveways connect onto the roadway, the roadway <br />itself terminates just east of the Indian River and serves <br />primarily as access to the abutting lots, the single- and multi- <br />family lots that access that particular roadway. The point is that <br />the road has a speed limit of 25 miles an hour. It is not <br />functioning as a highway; it is functioning as a local street. In <br />our opinion, it is not included in the County's Thoroughfare Plan <br />as a collector or an arterial route which would be a highway under <br />the Code. <br />Commissioner Eggert appreciated Director Davis' opinion on the <br />definitions, but she was concerned about two left turns of this <br />type that close together with traffic going east on top of that, <br />and considers that a really unsafe situation, especially when one <br />of those will be used by trucks. <br />Director Davis noted that most trucks would be coming from <br />AlA. <br />Commissioner Eggert also was concerned about the traffic <br />coming around Bowline Drive, and Director Davis explained that the <br />second opening meets the separation requirements in the Code that <br />116 <br />July 12, 1994 <br />MOK U2 PACE8196 <br />
