Attorney Evans next introduced applicant Ron Ferrin, who <br />advised that the tenant, Publix, has gone to great lengths to <br />introduce a new prototype store that would allow them to operate <br />within 27,000 square feet. They have spent a lot of money to try <br />to make this site compatible and appear consistent with the <br />surrounding community. <br />Director Keating summarized at length the thorough, <br />comprehensive review this matter received from the County Planning <br />staff. <br />Walter Bush, 1935 Mooringline Drive, questioned the tests used <br />by staff in determining the needs of the servicing the immediate <br />neighborhood. He felt that based on their traffic report the <br />shopping center will attract people outside the community. <br />Therefore, it does not meet that test. <br />Tom Buchanan, 1150 Reef Road, questioned whether a grocery <br />store sells wine and beer, and Director Keating replied that beer <br />and wine are grocery store items, in his opinion. <br />Halda Groveman stated she did not live in the Moorings, but <br />she was interested the difference between supermarkets and grocery <br />stores. She listed an extensive number of non -grocery items sold <br />in today's supermarkets. She emphasized that she and her husband <br />came to Vero Beach because they were told it was a good stable <br />community, that the growth was managed, and that it was safe. She <br />wished to see it kept that way. <br />Ralph Richards, 955 Starboard Drive, stressed the <br />compatibility issue. He pointed out that Publix's hours are from <br />7:00 a.m. to 10:00 p.m. every day of the week, and trucks arrive <br />prior to 7:00 a.m. He did not believe that is compatible with the <br />neighborhood. <br />Ann Clark Hickman, 2185 Via Fuentes, stressed the safety <br />factor of big trucks coming in at all hours. She urged the Board <br />to keep the barrier island pristine and beautiful for everyone who <br />will come after us. She didn't have anything against Publix; she <br />just didn't want to live near a supermarket. <br />Lloyd Smiley, resident of the Moorings, read aloud a letter <br />published in the newspaper objecting to the planned monstrous <br />Public Market and related stores in the Moorings. <br />37 <br />July 12, 1994 <br />-I <br />
