APPEAL BY ATTORNEY WARREN DILL OF THE PLANNING & <br />ZONING COMIVIISSION'S DECISION THAT GROCERY STORES AND <br />SUPERMARKETS ARE LIKE USES AS APPLIED IN THE IRC LAND <br />DEVELOPMENT REGULATIONS <br />County Attorney Charles Vitunac asked everyone, including <br />staff, who planned to testify in this hearing to stand and be sworn <br />en masse. He further instructed those who do come forward to the <br />microphones placed at each side of the auditorium to state <br />whether or not they have been sworn in. If not, they will be sworn <br />in at that time. Attorney Vitunac thereupon swore in everyone <br />standing. <br />Community Development Director Bob Keating introduced the <br />following staff members: Planning Director Stan Boling; Senior <br />Planner John McCoy; County Engineer Roger Cain; Traffic Engineer <br />Bill Strange; and Public Works Director Jim Davis. <br />Director Keating explained that this is the first of two <br />appeals to be heard today and this hearing concerns an appeal by <br />Warren Dill of a Planning & Zoning Commission (P & Z) action <br />upholding a staff decision made in his capacity as Community <br />Development Director. He advised that the issue in this case is <br />whether or not supermarkets are allowed in a CL zoning district, <br />and he stressed that this is not a site specific question but <br />rather a general use question which affects the CL zoning district <br />throughout the county. <br />Director Keating presented the following staff recommendation <br />for denial of the appeal filed by Attorney Warren Dill on behalf of <br />the concerned residents of The Moorings: <br />July 12, 1994 <br />I <br />
