'BOOK 12 ifuuiS4. <br />1 952.12 <br />ACCESS CONTROL <br />Minimum Separation Requirements <br />for Median(s) <br />(9) Median openings. To assure traffic safety, <br />capacity and control, median openings located <br />within a traffic -way corridor shall be spaced the <br />maximum distance apart that will allow safe and <br />adequate traffic circulation. <br />(b) No median opening shall be spaced at a <br />distance less than six hundred sixty (660) <br />feet from any signalized intersection or me- <br />dian opening, except that median openings <br />may be spaced at a lesser distance based <br />upon a traffic study and impact analysis; <br />but in no case.shall median openings be <br />spaced at less than three hundred thirty <br />(330) feet. Public streets shall be given pri- <br />ority consideration for median openings. <br />(4) Subdivision collector road a street which <br />serves as the principal entrance street of a <br />residential subdivision or provides for traffic <br />circulation within a subdivision. <br />(5) Minor or Local Street a street of limited <br />continuity used primarily for access to abut- <br />ting property, including cul-de-sacs and <br />nonthrough streets. <br />Attorney Henderson advised that Public Works Director Jim <br />Davis feels that this section should not be applicable to this <br />meeting because this median separation requirement is designed for <br />thoroughfare collective roads and not for what he calls a local <br />road. Director Davis also says that it does not have traffic <br />control function and that it serves as an aesthetic function. <br />Attorney Henderson advised that they have some traffic <br />engineers who disagree with those conclusions. <br />Attorney Henderson explained that he filed an appeal under <br />Section 902.07 which contains the procedures that are to be <br />followed in appeals from decisions of the community development <br />director or his designee (in this case, the Public Works Director): <br />71 <br />July 12, 1994 <br />
