BARTON-ASCHMAN ASSOCIATES, INC. <br />5310 N.W. 33rd Avenue, Suite 206 • Fort Lauderdale, Florida 33309 USA • (305) 733-4220 • Fax: (305) 733-4665 <br />July 12, 1994 <br />Mr. Jack McLean <br />139 Anchor Drive <br />Vero Beach, FL 32963 <br />RE: Sea Mist Shoppes Review <br />Dear Mr. McLean: <br />Per your request, I have thoroughly reviewed the traffic <br />report and the revised site plan prepared 'by the consultant, <br />Kimberly Horn Associates, for the Sea Mist Shoppes development. <br />The consultant apparently has followed the current engineering <br />practices and standards in developing this report. One of the most <br />questionable items in the analysis is the traffic split towards the <br />north and south of the site.. They have distributed the traffic, <br />under the county engineering directions, sixty (60) percent to and <br />from north, thirty (3 0 ) percent to and from south, . and five ( 5 ) <br />percent each to and from east and west. This directional split <br />could determine how much of the site traffic will be using Windward <br />Way as opposed to Moorings Drive. Of course, the amount of project <br />traffic on these roadways and subsequently on'the driveways has a <br />bearing on the driveway design. <br />The county engineers staff are probably correct in <br />recommending 60/30 traffic splits from north and south considering <br />the area of influence to be Indian River County. In my opinion the <br />area of influence should extend further south to the North St. <br />Lucie Bridge. Therefore based on 1990 census data and the <br />residential population data that you provided me a conservative <br />estimate would be an equal split of the traffic from the north and <br />the south. Evenly distributing the 4438 trips between the north <br />and the south driveways of the Sea Mist Shoppes site -will require <br />both these driveways to be designated as "Major Driveways" with <br />100' set back in accordance with Section .952.29 of the Indian River <br />County LDR. <br />Additionally, I would like to bring the following points to <br />your attention: <br />• The traffic report cites 57.9 percent passerby capture based <br />on the ITE trip generation manual. The manual, however, <br />cautions this estimation and recommends using engineering <br />judgement whenever possible. In my observation this figure is <br />high and a lower value based on engineering judgement should <br />have been used. <br />• An operating <br />AIA is used <br />observations <br />that. <br />July 129 1994 <br />speed equivalent to posted speed of 45 mph on <br />in the intersection analysis. From my brief <br />the operating speed appeared to be higher than <br />86 <br />boa, 92 PAGE 060 <br />
