B'- 92 999 <br />Gary Glenewinkel, representing the Courthouse Project Manager, <br />recommended scheduling the Courthouse opening for November 1, 1994. <br />He believed it would be very, very difficult to close out the <br />project with the contractor and the architect. He believed it has <br />been a financially difficult project for the contractor. He <br />detailed the many factors considered in making his recommendation <br />to delay the opening. They have documented all changes and time <br />extensions requested by the contractor, which were concurrent with <br />the magnitude of the changes. The contractor believes he is not <br />late due to all the changes that had been made, but Mr. Glenewinkel <br />asserted that not all.the extra time was justified. He confirmed <br />that the budget for the project was still intact, even with the <br />delays, and said the Board needs to be as knowledgeable as possible <br />as the time nears to close out the project. Responding to <br />Commissioner Macht's question, he believed it would be unnecessary <br />to go to the bonding company. <br />Clerk of the Court Jeff Barton, speaking on behalf of his <br />office and the judiciary, advised that no more court cases are <br />being scheduled for October and that the calendar is getting full <br />for the balance of the year. A change in the opening date would <br />create a monumental task to inform all parties involved in any kind <br />of case. It took 5 months to plan for the October opening date, <br />and we need to set a realistic date. <br />Commissioner Macht suggested the opening date be considered at <br />the Courthouse Advisory Committee meeting on Thursday, June 26, <br />1994 and have a Centex Rooney representative, OMB Director Baird, <br />and other key representatives present. <br />Commissioner Eggert asked if they would be discussing the <br />dedication date because she would like to have the dedication after <br />everything was in, not just the furniture. <br />Commissioner Macht advised that Chief Justice Steven Grimes <br />of the. Supreme Court had indicated he would be unable to attend the <br />dedication. <br />CONSENSUS of the Board was to let the Courthouse Advisory <br />Committee consider the opening date, make a <br />recommendation, and present same at the next Commission <br />meeting for the Board's determination. <br />July 19, 1994 <br />104 <br />
