For this reason, the proposed amendment is <br />consistent with Conservation Element Policy 7.2. <br />- Economic Development Objective 1 <br />Economic Development Objective 1 states that the county will reduce <br />its unemployment rate. The regional mall facility associated with <br />this request will provide approximately 3,074 new jobs for the <br />area. The developers expect the project to provide jobs for some <br />of those presently unemployed as well as providing opportunities <br />for secondary wage earners currently unable to find jobs. For <br />these reasons, the proposed amendment is consistent with Economic <br />Development Objective 1. <br />As part of the staff analysis <br />plan were considered. The subject site <br />meets the criteria for designation of such a mall site. The <br />location is within an urban service area and is capable of being <br />served by three major roadways which, with improvements, will serve <br />the transportation needs of the facility. The location is also in <br />close proximity to the population centers of the county. <br />Finally, this staff report has been expanded to address the two <br />objections raised in DCA's ORC Report. Regarding -DCA 's first <br />objection, the analysis demonstrates that, as with similar requests <br />in the past, the county can use the DRI Development Order to ensure <br />that the site is developed with a regional mall rather than with <br />"general commercial" uses. With respect to DCA's second objection, <br />the analysis has been expanded to demonstrate that comprehensive <br />plan policies and land development regulations will protect <br />endangered plant species on the site under both the existing and <br />the proposed land use designations.
