BOOK 92 PAGE 985 <br />1. On June 8, 1993, the Board authorized staff to obtain cost <br />information from consultants to complete a comprehensive - <br />study of the various communications systems in the county. <br />2. On September 14, 1993, the Board awarded a contract to <br />Pallens Associates for the comprehensive- communications <br />study. The study was completed and presented to the Board <br />on December 14, 1993. The consultant recommended an 800 <br />MHz trunked intergovernmental radio system for the county. <br />3. The Board held a workshop on February 23, 1994, regarding <br />allocation of the optional one cent sales tax revenue for <br />the second five years. The 800 MHz was considered at that <br />time; however, the Board determined that additional and <br />more in-depth information was needed before a decision <br />could be made regarding the radio system. <br />4. The Board of County Commissioners held a second workshop <br />meeting on April 28, 1994, regarding consideration of the <br />allocation of the anticipated revenue from the optional one <br />cent - sales tax for the next five years. After a staff <br />presentation, which included alternatives and potential <br />funding sources, the 800 MHz intergovernmental radio system <br />was one of the capital projects given tentative approval at <br />the workshop by the Board pending a public hearing on May <br />17, 1994. Included in the presentation and recommendation <br />to the Board was information related to the $12.50 <br />surcharge for moving traffic violations and its use as a <br />funding source for recurring infrastructure and user <br />equipment maintenance of the radio system. <br />5. On May 17, 1994, the Board held a public hearing on the <br />allocation of the second five years of the optional one <br />cent sales tax revenue for capital projects. The Board <br />approved the 800 MHz communications project with funding of <br />$2,235,500 in FY 94/95 for backbone construction and <br />$1,606,300 for user equipment in FY 95/96. Revenue from a <br />$12.50 moving traffic violation surcharge to fund annual <br />maintenance of the system was again recommended by staff <br />and approved by the Board as a part of the overall project. <br />6. Staff corresponded with the Florida Division of <br />Communications (DIVCOM) pursuant to Chapter 316.655 (6), <br />Florida Statutes and received written approval on May 19, <br />1994, to assess a surcharge of $12.50 on moving traffic <br />violations which occur in the county to fund the <br />intergovernmental radio communications system. <br />7. At a regular meeting on June 21, 1994,.the Board approved <br />a public hearing to consider assessing and implementing a <br />$12.50 surcharge on moving traffic violations as permitted <br />by statute to assist in funding the 800 MHz communications <br />system. The Board directed staff to provide additional <br />information regarding other fees now being assessed on <br />traffic violations. <br />W11 <br />July 199 1994 <br />� s � <br />
