O'Brien - Assistant County Attorneo?D <br />DATE: July 20, 1994 <br />RE: PUBLIC HEARING - July 28, 1994 <br />SUBJECT: PROPOSED ORDINANCE ENTITLED: <br />AN ORDINANCE OF INDIAN RIVER COUNTY, <br />FLORIDA, AMENDING CHAPTER 201 COUNTY <br />WATER AND SEWER SERVICES OF THE INDIAN <br />RIVER COUNTY CODE TO PROVIDE <br />PRETREATMENT REGULATIONS. <br />This item came before the Board on June 28, 1994 and was approved for <br />public hearing. The attached ordinance amends Chapter 201 of the <br />Indian River County Code as described above. <br />REQUEST: Staff recommends approval of the attached proposed <br />ordinance. <br />Utility Services Director Terry Pinto explained that the <br />proposed ordinance sets forth uniform requirements for the direct <br />or indirect discharge into county wastewater facilities. It also <br />brings us into compliance with federal and state regulations <br />regarding industrial users. It is important that no pollutants are <br />discharged into our treatment plants because we reuse all of. our <br />effluent and we intend to compost our sludge. Some industrial <br />users - for instance, a plating company - may discharge copper or <br />some foreign metals, and our treatment plants are not designed to <br />handle that. Therefore, it would require that the industrial user <br />pretreat the discharge to meet the standards of domestic waste <br />before coming into our facilities. <br />Commissioner Macht led discussion regarding the procedure to <br />be followed and the expense to industrial users of our wastewater <br />treatment plant who wish to move into our commercial/ industrial <br />nodes to comply with this ordinance. <br />Director Pinto explained that an industrial user of our <br />wastewater treatment plant must certify that they will not <br />discharge any chemicals, and that their discharge is considered the <br />same as domestic waste. If their discharge includes chemicals, <br />they must provide the means to treat that unacceptable discharge <br />before it enters our system. There is an initial application fee <br />of $150 and an annual monitoring fee, which depends on the type of <br />facility. <br />40 <br />July 26, 1994 <br />
