BOOK 92 PAc1060 <br />RECOMMENDATION <br />The EDC and the staff recommend that the Board of County <br />Commissioners approve the 1993/1994 Annual OEDP Report and direct <br />staff to forward the report to the Economic Development <br />Administration (EDA). <br />Commissioner Macht led discussion regarding the Implementation <br />Matrix which lists the policies and type of action. He noted that <br />Policy 1.3 and 2.1 both indicated Business Recruitment as the type <br />of action. <br />Director Keating explained that Policy 1.3 relates to <br />cooperating with the Chamber of Commerce and the Council of 100 by <br />providing staff support in their recruitment of businesses <br />considering relocation, and Policy 2.1 relates to efforts to <br />provide year-round employment opportunities and disseminating that <br />information to those agencies. Director Keating conceded that we <br />probably should have used words to indicate the difference but they <br />are two separate policies addressing two different issues. <br />Commissioner Macht led discussion regarding dissemination of <br />information regarding summer employment opportunities, and asked if <br />there is a report of the success of that program. <br />Director Keating responded that staff is working on that <br />report with the objective of identifying possible businesses and <br />industries whose seasons actually compliment those of the tourist <br />and agriculture industries. There are difficulties in actually <br />finding these right now, and a short report will be presented to <br />the Economic Development Council at one of the future meetings. <br />Commissioner Eggert added that the report will be completed by <br />the end of the year. <br />Commissioner Eggert and Director Keating further explained <br />that staff is doing a number of things: updating the commercial <br />industrial data source, preparing an economic base study for the <br />county, working on a revised, more in-depth economic development <br />strategy plan, and developing a fiscal impact model to predict the <br />benefits of bringing employment and industry into the county. <br />Director Keating reported that the high unemployment rate and <br />the cyclical employment rate are also addressed, as well as means <br />of retaining businesses while attracting new ones. <br />Commissioner Bird commended staff, Board members and all the <br />agencies who are cooperating in this project. <br />July 26, 1994 <br />50 <br />M <br />
