DeBlois,' AICP <br />Chief, Environmental Planning <br />DATE: July 19, 1994 <br />RE: Request for Authorization to Apply for Surface <br />Water Improvement & Management (SWIM) and <br />National Estuary Program (NEP) Funds for <br />Restoration Projects at Round Island Park and <br />the Environmental Learning Center <br />It is requested that the data herein -presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of July 26, 1994. <br />DESCRIPTION AND CONDITIONS <br />The County Marine Advisory/Narrows Watershed Action Committee <br />(MANWAC), at its regular meeting of July 18, 1994, voted to <br />recommend that the Board of County Commissioners authorize staff to <br />apply for funds for environmental projects at Round Island Park <br />(riverside) and the Environmental Learning Center. <br />These grant application proposals are described herein for the <br />Board's approval consideration. County match for the projects would <br />be in the form of in-kind services; no out-of-pocket county <br />expenditure is proposed. <br />Background <br />Marty Smithson, SWIM coordinator for the St. Johns River Water <br />Management District (SJRWMD), has indicated that funds. are <br />available from the Surface Water Improvement and Management Program <br />(SWIM) and the EPA National Estuary Program (NEP) for Indian River <br />Lagoon projects. <br />Specifically, for fiscal y <br />_program projects, and $5,0( <br />SWIM funding may be used f o <br />and/or construction.
