M <br />similar type operation as related to water consumption, and their <br />experience was comparable with ours. They also had installed water <br />conditioning systems. <br />To ascertain exact cost of a conditioning system, staff developed <br />a set of specifications by talking with vendors for this type <br />equipment and sent bid requests to 21 different companies. Two <br />vendors responded with the following results: <br />Advanced Water Engineering, Inc. $16,600.00 <br />Indian Harbor Beach, Florida <br />All Rite Water Conditioning $18,448.00• <br />Vero Beach, Florida <br />Based on the information presented, staff feels the existing <br />situation needs immediate attention and recommends purchase of a <br />water conditioner for use at the jail from the low bidder, <br />Advanced Water Engineering, Inc., at a cost not to exceed <br />$16,600.00. It is also requested that funds be appropriated from <br />the General Fund Contingency. <br />Commissioner Adams asked if this bid could be awarded to the <br />Indian River County firm since the bids were so close, and <br />Commissioner Bird explained that in the past the County Attorney <br />has advised us that we have the privilege of not going with the low <br />bidder. <br />Attorney Vitunac advised that if the Board doesn't go with the <br />low bidder, they make a statement as to the reason for their <br />decision. He noted that the Purchasing Department would like to <br />address the matter if the Board wants to change the purchasing <br />policies that are in place. <br />Commissioner Macht pointed out that the Board could give the <br />reason that the county firm has the best accessibility for repairs, <br />etc. <br />General Services Director Sonny Dean advised that both <br />companies have a good name and he was sure that both would give <br />good service. He would prefer to go with the dual -base system, and <br />Commissioner Adams noted, in that case, that All Rite Water <br />Conditioning would be the low bidder. <br />Brief discussion ensued about why a water conditioner is <br />needed since we are using County water from the reverse osmosis <br />plant, and Commissioner Bird commented that some of these systems <br />need distilled water. <br />9 <br />August 2, 1994 <br />DOOK 93 - Pk,,F 09 <br />
