°6CO 193 PAGE 18 <br />Alternatives <br />FloridAffinity is the third and final consultant selected for <br />contract negotiations relating to land acquisition/management <br />services. If the County chooses not to contract with <br />FloridAffinity, alternatives -include: <br />maintaining the status quo (no hired <br />assistance); <br />hiring an additional county staff <br />person to assist with pre- <br />acquisition due diligence and <br />negotiations; or <br />contracting -with a consultant for <br />certain services on a project -by - <br />project basis. <br />* Maintaining the Status Quo <br />Staff's position is that maintaining the status quo, hiring no <br />assistance, is not a viable alternative. Presently, there is no <br />county staff person working full time on the environmental lands <br />program. By comparison, other similar county programs, such as <br />Dade, Brevard and Palm Beach counties, have at least two full time <br />staff persons devoted to their programs, in addition to contracted <br />consultant services. <br />* Hiring an Additional County Staff Person <br />Hiring a county staff person to work full time in assisting with <br />the environmental land program would cost roughly $60,000 per year <br />(including benefits). Although a staff person with expertise in <br />one particular field, such as realty, would benefit the program, it <br />would be difficult to find one person would could provide the depth <br />of service needed and comparable to the services proposed in the <br />proposed FloridAffinity contract. <br />* Contracting Project -by -Project Services <br />The County has the option of contracting for land acquisition <br />and/or management planning services on a project -by -project basis. <br />An advantage to this approach is that the County may decide on a <br />number of cost -share projects to let cost -share agencies oversee <br />due diligence and acquisition negotiation, which reduces consultant <br />service needs on such projects. The proposed contract with <br />FloridAffinity, however, accounts for this somewhat by providing a <br />flexibility in the amount of service hours on an as -need basis. <br />A disadvantage to this alternative is the county procedural <br />requirement of issuing a Request for Proposal (RFP) each time a <br />particular service is needed. More than one RFP would need to be <br />issued for any particular LAAC project site, because different <br />services require different consultants (e.g., acquisition <br />negotiation, surveying, auditing, management planning). <br />If a consultant is hired for overall program services, that <br />consultant would have the opportunity to subcontract as needed <br />without the time consuming process of RFP issuance. Thus, a major <br />disadvantage of the project -by -project contracting alternative is <br />time consumption through administrative tasks. These administrative <br />tasks would need to be handled by county staff, who do not have the <br />opportunity to work solely on these tasks and accomplish them <br />expeditiously. <br />18 <br />August 2, 1994 <br />
