BOOK . 0 <br />Administrator Chandler interjected that Stanford (used in <br />1991) and Siver (used in 1994) were independent insurance <br />consultants (experts), that they did not sell insurance and that <br />they had no affiliation with any insurance carrier or firm. <br />Stanford totally restructured the County's insurance program and <br />lowered the percentage of cost increases considerably for the past <br />three years for a one-time fee of $16,160. Siver won the recent <br />competitive bid with a major premium reduction for a total fee of <br />$18,000. <br />Commissioner Bird asked whether Schlitt was a consultant to <br />the County or an agent of a company doing business with the County. <br />Administrator Chandler explained that Mr. Schlitt's agreement <br />was with Acordia, the carrier, and as Agent of Record, he was <br />available to help the County administer the Acordia contract as <br />necessary. <br />Commissioner Bird interpreted Acordia's letter as saying it <br />was within our rights to either continue with Schlitt or not. <br />Administrator Chandler agreed, and added that for the past <br />three years staff questioned the need for the services of an agent <br />of record with the related expense. <br />Commissioner Eggert asked if the letters from Siver and <br />Stanford had been volunteered or solicited, and Administrator <br />Chandler responded that their recommendations were requested. <br />Commissioner Adams believed Mr. Schlitt was not doing it just <br />for the $5,000, and Mr. Schlitt pointed out that he paid over <br />$100,000 in taxes to the County, and he felt it was good for the <br />community. He characterized his service as an independent look, <br />and he indicated that they also worked with other parts of the <br />County on some of their insurance needs. <br />Bill Roolage, concerned citizen, remarked that Mr. Schlitt <br />performed a service, but he was disappointed that Mr. Schlitt was <br />looking for a little hand here and -a little hand there rather than <br />helping the County as a public service and being compensated by <br />proclamation. <br />Administrator Chandler advised that the staff recommendation <br />was reached by himself and Director Price, and Budget Director <br />Baird and Risk Manager Beth Jordan reviewed it and reached the same <br />conclusion. <br />Commissioner Bird observed that if the services were not used, <br />the money was not well spent. <br />12 <br />August 9, 1994 <br />
