ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Macht, the Board unanimously <br />approved Alternative No. 1 and authorized <br />execution of "Notice of Assignment", as <br />recommended by staff. <br />ORIGINAL NOTICE OF ASSIGNMENT ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />INDIAN EVER COUNTY / VERO BEACH BREAKWATER EROSION <br />CONTROL LINE <br />The Board reviewed the following memo dated August 16, 1994. <br />TO: James E. Chandler, <br />County Administrator <br />THROUGH: James W. Davis, P.E., <br />Public Works Directo <br />FROM: Don G. Donaldson, P.E., Coastal Engineer -NZ-1?1;�:�> <br />SUBJECT: Indian River County/Vero Beach Breakwater <br />Erosion Control Line <br />DATE: August 16, 1994 <br />DESCRIPTION AND CONDITIONS <br />FILE: SCL.A= <br />The Florida Department of Environmental Protection has determined <br />that the proposed breakwater will likely result in the acretion of <br />sediments (i.e., the beach will get wider). Therefore, they are <br />requiring the County to establish an erosion control line for the <br />purpose of fixing the landward extent of state submerged lands. <br />This line will prevent adjacent property owners from gaining <br />additional property at the expense of a public project. <br />The state requires that the project sponsor submit a formal request <br />to the Governor and Cabinet asking them to establish an erosion <br />control.line, even though a state regulatory agency has requested <br />one be established. In addition, a public hearing will be held <br />locally to allow public comments on the erosion control line survey <br />prior to the Governor and Cabinet final approval. <br />All work and work products will be performed by the County and the <br />City of Vero Beach personnel. The County survey section has been <br />working with the City of Vero Beach surveyors to locate the erosion <br />control line. Final documents and drawings will be prepared by the <br />County. <br />ALTERNATIVES AND ANALYSIS <br />Alternative No. 1 <br />Adopt the attached resolution. <br />Alternative No. 2 <br />Direct staff to revise the resolution. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that the Board adopt the attached resolution. <br />19 BOOK 93 PAGE <br />August 23, 1994 <br />
