Roadway base (public works division); <br />5. Surface course (public works division); <br />6. Permanent reverence monuments and permanent control <br />points (public works division); <br />7. Storm sewer (public works division). <br />The failure to notify respective divisions of the <br />commencement and completion of the construct of such <br />items shall be good cause to refuse to issue a <br />certificate of completion until such further <br />investigation is conducted to verify compliance with the <br />land development permit. All water and sewer <br />improvements must be inspected by the Indian River County <br />utilities director or his representative or the <br />appropriate municipal or private utility representative <br />prior to backfilling. <br />E. Simultaneous Submission of Preliminary Plat & Land <br />Development Permit Applications. Section 913.07(4) is <br />hereby amended to read as follows: <br />(A) Submission of application. <br />1. Upon completion of the formal pre -application <br />conference, the applicant may apply for <br />MEMENEM preliminary plat approval. At his <br />or hero tion, an applicant may simultaneously <br />apply for preliminary plat approval and for <br />land development permit review. No land <br />development permit may be issued until the <br />nreliminary nlat is aDDroved. An applicant <br />shall apply for preliminary plat approval by <br />furnishing to the community development <br />director:" <br />18. FEMA - Recommended Changes to Stormwater Management & Flood <br />Protection Requirements <br />A. Section 930.07(2)(a)S. is hereby amended as follows: <br />(2) Stormwater Management and Flood Protection Permit (Type <br />B). <br />When a development project is determined to be within a Flood <br />Hazard Zone according to the procedure- set forth in <br />930.07(1)(s), a Type B Permit shall be required and the <br />project shall be reviewed under the criteria of 930.07(1) and <br />930.07(2)(d) through 930.07(2)(j) and must meet the following <br />additional criteria: <br />August 31, 1994 <br />
